Introduction to BRDCC

PPAF is implementing Building Resilience to Disasters & Climate Change (BRDCC) project in eight districts across the country, co-financed by National Disaster Risk Management Fund (NDRMF). The project is designed to strengthen readiness of the communities through establishing institutional framework to mobilize organize communities, understand their specific vulnerabilities to natural hazards, design structural and non-structural measures. The project specifically aims to enhance institutional and physical capacity of communities to reduce the socioeconomic and fiscal impacts of natural hazards and climate change in 16 targeted union councils of 8 districts of the project. The project has a financial outlay of Rs. 824 million and is planned to complete in April 2021. The activities included formation of village organizations, preparation of village disaster management plans, implementation of flood protection structures and conducting community training on O&M of completed infrastructure.

The objective of the project is to promote culture of safety and resilience by integrating disaster risk reduction (DRR) through mitigation, preparedness and prevention. The project outcome is: Increased institutional and physical capacity to reduce the socioeconomic and fiscal impacts of natural hazards and climate change in 16 target union councils of 8 districts of Pakistan.

Components

BRDCC is expected to benefit communities belonging to flood-prone areas through construction of flood protection structures entailed with following components;

Social Mobilization/Formations of VOs and VDMPs

PPAF and its partner organizations take social mobilization as the platform and a bedrock for any community-driven development.

Construction of Community Infrastructure -Flood Protective Works

The infrastructure component includes 100 flood protection projects with various type of walls like gabion, concrete, stone masonry, earthen embankment, etc (64% of civil works budget).

Operation & Maintenanceof all components

The project will also organize community trainings under which 5 persons of each O&M committee from every project will be given orientation on operation and maintenance of projects to enable communities take responsibility of completed interventions. These will be conducted once the physical execution of project starts.

Geographical Coverage of BRDCC

BRDCC is being implemented in 16 union councils of 8 districts of Punjab, Sindh, Balochistan and Khyber Pakhtunkhwa . PPAF works with 8 partner organizations having local presence in programme areas of BRDCC project.
